Safety barriers should be present whenever pedestrians and vehicles operate within one meter of each other and when no raised kerbs are installed. Where possible, pedestrian routes should be created to correspond as closely as possible with desire lines to dissuade pedestrians from attempting potentially hazardous shortcuts across active traffic routes.
